What sort of fan was that?

I'm no expert, but....

In a news article in stuff.co.nz a Mr Geoff Matthews of Wither Hills is also reported as saying that wind machines turned on at some of the company's 11 Marlborough vineyards, but they were turned off soon afterwards as the coldest site recorded a temperature just shy of 1degC.

Err... Good decision to turn them off I suppose since there wasn't a frost. But why did they turn on?
Surely there needs to be some form of temperature control, better than 'they sprang to life, but we decided to turn them off'. I suppose we're lucky that someone was around to notice?
